Considering how Kabuto is one of the top 10 shinobi alive (debatable). I know he's no longer involved with Orochimaru and he's just doing his own little thing at the Konoha orphanage with an army of Shins.
But he became a pretty major character in the last few arcs and I really would have loved to see him make an appearance in the movie, he could have maybe been one of the only people (aside from Orochimaru) to know about the secrets of Mitsuki.
I don't think it does Kabuto's character any justice... Very disappointing
