I'm not sure if you've noticed, but Itachi was always on Konoha's side. Notice how he NEVER made any attempt to capture his designated tailed beast or made any real attempt to actually hurt/kill anybody from Konoha? Itachi told Kasami what he needed to hear, to get Kasami to retreat with him. Itachi and Kasami would have detroyed Jiraya. Sorry.
