Minatos speed is instant. Why? Because he teleports. Teleportation is INSTANT. Their is no speed to measure as it is instant. So BM naruto who actually has to reach a speed that is measurable is slower than minato. BM naruto is not teleportation instant. You naruto fans have to know that. currently his the fastest but not if his father was alive...

Teleportation has no speed as it is instant. Although his punches or attacks are his speed. Though minato still is very fast in base.
