I understand Hashirama, Tobirama and Hiruzen but why the blame on Minato?

Hashirama, Tobirama and Hiruzen could have dealt with the Uchiha better, but Minato was not responsible for the way Obito turned. Minato still thought Obito was dead and there was no way of checking up on the body.
