I think there was a point in time where Hashirama was supposed to come in and, possibly with help from Naruto and Sasuke, put down Madara. But it seems to me like Kishimoto is just making this war arc up as he goes along and changes his mind at the last second.

The word fodder has been thrown around and used loosely. Even if Hashirama wasn't top 10 he still aint fodder. You could even be top 50 and still not be fodder. Theres hundreds of thousands of ninjas people.
