It's not Manda. It's just another snake from Ryūchi Cave. The blood contract Sasuke made with the snakes allows him to summon them at will.

Just like how Naruto, Jiraya, and Minato can summon most toads from Mount Myōboku.

Its not manda. Im guessing since Naruto summoned Gamabuntas offspring Gamakichi, Sasuke probably summoned Mandas offspring and same with Sakura for Katsuyu to show the new generation taking over.
