Yes, Kakashi > Kabuto because the eyes are his. That's like saying, using someone else's sword is using the power of the blacksmith. Kabuto's power is more like summoning a person to use that sword in place of him.

Besides, this is on a 1v1 type of thing. If Kabuto could summon Kaguya, it would be Kaguya > Kakashi, but Kakashi still > Kabuto. By this logic, Naruto > Kaguya because he beat Kaguya along with three other people.

My thoughts exactly. Just because someone can use Edo Tensei, doesn't automatically make them strong. Those that are revived are the real powerhouse.
