I know she is underrated, but i seriously she is top 15 females material, she definitely has a solid spot on the 20 strongest females and she's debatable at the 15th spot on the top, I mean her Byakugo is pretty usefull, she definitely beats ten ten med diff, that makes her top 15 females on the NV.
