Na i dont see Kirin being used in this arc. I wanna see new stuff from Sasuke not old stuff, so much hype for his ems and yet nothing to show yet. Also the attack is categorized as Ninjutsu so it would not affect Obito. Also it still uses chakra, just very little though. Just because it is natural lightning doesn't mean that it will affect... for example wind is everywhere but a base wind jutsu wont affect him because no nature chakra is applied to the jutsu.
