the reason why i think that its so because madara' tsukuyomi can create stuff and I think I fully understand their plan now.They (mostly madara) needs the juubi and the moon so he can give his genjutsu a larger scale.I feel that obito can not do it because he only have one eye and he only have kamui presumable and that's why madara is very important to their plan and to support my theory most person use genjutsu for combat and torture and you can see madara version of tsukuyomi is to create stuff.Madara can cast tsukuyomi on only one person but with the juubi charka boost and moon the world will be caught in it.
