Number 3 Obito and Madara are fast yes, but they also have the sharingan which helps them keep up. They have enough speed where the sharingan is actually good enough to help them counter.

Databook needs to expand in the tens but i agree with this somewhat he did blitz obito. If kakashi did what he was supposed to do Obito would of had to take that raikiri in the face

Well one thing to note is that Obito fell on his back where Kakashi landed on his feet (ready to move). Secondly, Obito didn't really seem like caring...especially since he walked into chidori.

Still....its easily possible that as a shinobi with the Hody flicker he basically has a 5.

Yes it would.
5 is top human base speed. Its more of a common bench mark, an exceptional ninja will have 6 base if needed.
Gai having base 5 can get 7, 8, fairly easy.
