So yes, Itachi does have low stamina. Or at least Masashi Kishimoto seems to think so.

Even when he had deteriorating health, he tied the highest databook stats. Truly remarkable.
He even still had a 5 in speed. I do believe him having a 3.5 in strength (although it may have been a 4 had he not been sick) brought her down. I'd say his stamina would be a 3.5-4 had he not been ill.

If he wasn't suffering from his disease, I'd expect his stamina would be 3.5, or maybe even 4.
