I think it has been established that neji still beats lee

You can't guard what you can't see. Neji wouldn't be able to start up a rotation by the time Lee strikes him, his eyes wouldn't be able to keep up.

Actually neji has a 360 field which he can put around him and can defect if anything enters the field. Plus he can follow lee with his byakugan as it will be able to distinguish lee's chakra and it will be so clear compared to lee's surrounds.

These two combined will give him extra prep time to activate rotations and one body blows. But basically if neji's chakra isn't low he can always use rotations and that would damage lee if he was heading at high speed towards it. It can be seen the damage rotation's do to the ground as direct contact.
