There are plenty jutsus not in use or even known in the leaf...

that means nothing though. We can just accept that he knew & could use the ones he was actually capable using.

Sasuke has EMS, but he doesn't use Kamui

because kamui is a specialty jutsu exclusive to obito's eyes. Just like shisui had kotoamatsukami, they all have a special genjutsu tech along with the basic ones that any sharingan user can do.

To OP, it was more of a syntax error than an asspull, he probably assumed it was implied that hiruzen could not perform kkg (like sharingan and byakugan techs) as well as specific moves that certain high tier ninja created. FTG was probably unobtainable to him because it was stated that the only other people who could use it was the transport team that minato specifically taught it to, and given that anytime we saw him use it, there were only sealing tags but no hand signs. I doubt even hiruzen or a sharigan user could use it untutored because to use it with enough success to need only tags they would first have to learn how to even sign it.

Prime Hiruzen knows all Leaf jutsu. Old Hiruzen probably forgotten most of them due to alzheimer's disease.

Not really. Even if Hiruzen knows about all the ninjutsus of Konoha then that doesn't mean he can use it whichever he wants.
Here, "Know" means having all the knowledge about it.
Similar to how the shinobis analyze the opponents jutsu and tries to find a counter.
just like Sasuke found about Deidara's clay and weaknesses but that doesn't mean he can use them.
just like Konoha got to know about the techniques of Pain's paths, but that doesn't mean the strongest Konoha member will be able to use them.
Just like Kakashi got to know about Tobi's Kamui along with Naruto and Gai. But that doesn't mean Kakashi can go intangible or Naruto and Gai can use them.

Ok I don't remember seeing this in the manga but people keep saying hiruzen knows all of konhas tech. If true why didn't he spam ftg and win the war? So what do you guys think? So does this mean hiruzen does not know all techs or ftg isn't a konoha tech or kishi did a asspull?
Edit 1 If someone has a viz scan of that manga page can they show it as know can be used in many ways or is this hyperbole
edit 2 stuiped thing by me as no one here seems to have a viz scan. I get it if you read that it can be hyperbole and other definitions. I just wanted to see a viz scan as there are sometimes huge translation differences. Example when itachis aid he and kisame where nothing to jiraya. Two different scans said itachi or kisame would beat jiraiya. Other said the former. So that is what I want.

I think Kishi made an error on this. Perhaps, we are being too literal. Idk. Kishi fouled up.

Minato's Hiraishin variant and many other jutsu were probably invented after his prime which would explain why he couldn't use them.

Also I don't know how true it is, but if he could use all justu within the leaf, wouldn't that mean he has 5 Nature Types?
