FTG was made to keep distance away from Kyubi & Whenever he gets the Chance to Use FTG as Attacking Weapon Then Use some Sealing Jutsu to keep Kyubi under Control.

And After Years of Fighting Minato Had Face the Tailed Beast Bomb of Kyubi Many Times & Since Minato was so Genius that he Manage to make a Technique Similar to the Bijuu Bomb i.e " RASENGAN "

I get what your saying with Kurama being in Kushina, but you dont learn secrets to an enemy if you never face your enemy. It makes more sense for Raikage to be Minato's rival, since they had to compete with speed. But then again, this raises a question: why does it matter?

It was never stated whether he fought Kurama more than one time or not. And he developed his Rasengan by observing the TBB; never did they specify that he created it by watching Kurama do a TBB. Remember that there are nine Bijuu.
