because even thought sasuke and naruto is around same lvl(probably equal).... naruto intelligence is too low compared to sasuke's... thats why he always loses to sasuke...

Well Naruto has his own why of fighting and comes up with genius plans in his own unique way, he beat people who are much smarter than he is such as Kiba, Neji, Kabuto, ect. And it was his plan that casued Kakashi to lose in the bell test. Also Sasuke didn't win all of their fights, not straight up where they're both going all out at least. The rooftop was interrupted but Kakashi hinted Sasuke dying from the Rasengan, then Naruto wasn't even trying to kill Sasuke nor was he using Gamabuta while Sasuke was saying he was going to kill Naruto so I don't count Sasuke winning that out of being stronger but more as Naruto fighting at a handicap. In Shippuden, Naruto was already weakened from going 4 tails, this was stated 3 times (1 by Sakura when Naruto first collapsed, 1 by Naruto when he fell while running with Sai in Oro's hideout and again when Naruto fell while running to where Sasuke was plus he chose not to use Kurama's powers. At their reunion of team 7, Naruto said he couldn't beat Sasuke with power alone because there's something inside him which we know was Indra

Also they were never really even, one was always slightly stronger than the other going back and forth.

Actually recent chapters shows that Naruto was saying he weaker, just that he couldn't beat Sasuke with power alone because he sense something within Sasuke, Indra
