Hmm... Fairly certain water conducts electricity... There is a small charge in most sources of water, with minerals and tiny metals. I have been told that pure water doesn't because there is no charge.

Also, you forgetting that our nervous system is charged, this attracts the electricity to us, through any possible conductor.
