The elevated structure temporarily got flattened when Kaguya shifted to gravity world. After that they shifted to another world so the structure was elevated again. In that same picture you post you can clearly see Obito lowered himself from that area to go shield Naruto. Everyone jumped from that area except Sakura.

Stupid I edited my post. You look closely. Obito and Sakura are not far way from Sasuke and Naruto. If you think Sakura was on the cliff, where Obito was there also, Obito can't run fast to reach to Naruto. Common sense dude.
