Now that the manga has came to it's end, I truly hope that during the time-span of 699 and 700 that these two particular troublemakers, the Konoha Council, have been arrested for their crimes, specifically with their war crimes toward the other villages and their attempt to make Danzo the Hokage which would had resulted in Konoha being a militant occupant village.

Now that their crimes are out in the open along with Sasuke being pardoned for his deeds which results in further evidence to implicate them, I truly hope that those two particular individuals would be arrested for their deeds on the other villages and for helping Danzo with his schemes.

I assume that you're referring to Koharu and Homura, the elders? They did have a mindset that was close to Danzo's, however, they were just advisors and didn't directly implement anything (though they agreed with Danzo on accounts).

Also, you're criticizing them for this panel. The two of them said nothing. There was also no one to take the Hokage position while Tsunade was out, given that Kakashi didn't want it. Them not saying "No, Danzo can't be stand-in Hokage" isn't a crime.

Given that they weren't in office for the last chapter, they were replaced. Either that, or passed away considering their age. There's no reason to arrest them at the end of the manga. It would be entirely pointless.
