In order to learn techniques(jutsus), you must first have an approved biography.

There you can find a sensei to teach you in what you wish to learn.

Well, first step is getting an approved bio which you can now do. You then find a sensei or sempai, and ask them for training in your favorite element. Your a genin so you can only learn D ranks for now. I would recommend getting your post count higher, go to forum games to do that.
