Can any uchiha use izanagi since it doesnt require MS? Don't say it need hashirama dna because it is an uchiha technique only and itachi confermed that. My question is can any uchiha use it since no MS is required?

yes any uchiha that learns it can use it. But its not common knowledge especially recently (just before the extermination of the clan)

I'd say any Uchiha could use Izanagi or Izanami. Since the only motive Danzo needed Hashirama's dna was in order to able to control so many sharingans at the same time. For an uchiha to control his own two eyes should be a given as even Kakashi can control one fairly easy to a certain extent.

Also Itachi claimed that Izanami was created in order to act upon those who abused of Izanagi. That would imply that it had been somewhat of a regular scenario. One doesn't develop a technique to punish only a couple of people through out the ages.

So surely it was an accessible technique to any Uchiha of a certain level.
