i need to know about chracter restrictions

i want to make a jiraiyah bio, but i cant find the rules for making one. can i just make one and have all his moves, up to what i know. and i dont know fire, if i have a jiraiyah bio can i use it?

im realy confused, and can i create a relativve of yamatos that knows mokuton? and what are the rules for creating a yamato character?
