The reason for this is because Sasuke was absent for a very long time.
We saw Sakura more up close and personally which would make for a main character.
If anything Sasuke was a supporting character to give Naruto drive and ambition.

Currently I suppose I would say Sasuke is a main. (Team 7 were main in part 1)

When he was absent we still kept hearing about him or seeing him there was even 2 sasuke rival arcs part 1 & 2 . Then we stoped following naruto a few Times to follow sasuke

In any Story theirs the Hero and His Lady and the rest are label as follow Primary Support Characters and Secondary Support Characters. Sasuke, Sakura, Tsunade and Kakashi are Primary Support Characters to Naruto the star. Lee,Neji,Ino and the rest are the Secondary Support characters.
