Description: The user makes two hand seals and manipulates the air above an opponent to move down upon them at a high speed. As the air moves down, several small, thin blades of razor sharp ice are created, which will cut into the opponent as the wind hits them, slicing into their body and causing external and internal damage.
Note: This does not necessarily have to be created over an opponent's head.
Note: Can only be used thrice per battle.

ok, so Frigid Wind, is an ice based technique, where you basically use the wind to push down onto the target while creating thin blades of ice which will slice and cut through the opponent as they drop down upon them from above, and as far as i understand you can use it from any place in the air, may it be 1 to 20 meters above them...

Good good. A restriction worthy of note is that you have to make these blades moving in the downward direction. None of that cheesy, "I make blades at your throat hurdy durr" nonsense.

The user will then make a single hand seal, causing the ice in the pillar to move inwards on itself, thus crushing it's occupants.
Note: Can only be used twice per battle.

this ice prison is way cooler than the original one, since it not only acts faster, it also cosumes them from below, meaning it takes the opponent by surprise and the moment it appears it would have already like encased his feet. And you can perform the hand seal and crush the target or even just body part? correct???? or you need the prison to finish erupting?

Correct. You can make it crush the bodypart whenever you like. That's typically the way that I use it.
