Madara is the strongest Ninja bar Kaguya, don't compare him to fodders who need 40 Seals for a Jutsu not worth anything.

You have to realize that this Manga has gone different way then just a story about Ninjas.

Based on what we have, Kaguya will take us to freaking Space Fights..

Ninjas? Ha! As soon as akatsuki came into play (shippuden) is when nothing made sense ninja wise. Only itachi was closest to being a ninja, others were clay/paper/immortals/strings/puppets/aloe Vera etc etc.

In terms of hand seals, that is long gone in the traditional sense. It's now about explosions and who can power up the most (rip off of dbz, funny how ppl talked down on dbz but naruto is no better).

Tobirama can actually do the Water Dragon Bullet with only hand sigh .... Hand signs are from chakra control and higher the person's innate chakra control is, less is the need of handseals.
