So considering naruto was exausted when the fight STARTED, sasuke used ALL the bijuu's chakra, and naruto still seems to have more vigor than sasuke

and coupled with sasuke's declaration of defeat... can we now say 100%

Naruto > Sasuke?

I mean sasuke admited that he lost. And he started with an ADVANTAGE to naruto... so even if it was more of a draw... I give this victory to naruto.

Sasuke was admitting that he "lost" in ideology, not in physical power. And the only reason he even admitted that he "lost" in ideology was because of forced TNJ.

Hmmm, if you want to look at it that way, it's the same ending as it was against Gaara in part 1. Neither one are capable of doing anything to each other. Naruto does seem to have more vigor in both instances, but Gaara and Sasuke are both extremely reserved so they wouldn't react like that. It's an ideological victory in any case.
