He may as well be. Her big ass palm jutsu can't be missed by his hand and bone ash could be responded to by Ram Naruto(before Kaguya powered up), Kakashi, and Obito.

Basically all Kaguya needs to do is get in melee range and skewer him with Tomogoroshi no Haikotsu the same way she slaughtered Naruto's RSM clones
