Haku was all hype, he wasn't even very strong.

He was 15 (same age as Kimimaro and Hebi Sasuke) but had a measly 21, compared to the aforementioned two with 30.5 and 31.5. Even Hinata at the start of Shippuden had 21.5. :|

The fact that he got hit by Sasuke when he had literally just re-awakened the Sharingan and had his jutsu wrecked by Naruto with a small leak of Kurama's chakra speaks volumes.
