But he is seen here using them against the leaf.

So I don't understand...which is it, because if Orochimaru himself says that he can't restrain Hashirama now, how was he doing it before?

that was a slightly younger one with his hands......and he still had a hard time....and they had talismans and what not....when he did it the second time idk if there was talismans but he just got back the feel of his hands and they were damn near full power

Ugh, no one gave a clear answer, but the Reanimation Jutsu was refine by Kabuto and then used by Orochimaru, the risk in the renew jutsu was giving the reanimated their "full personality and/or somewhat full power"
