Remember how shikimaru dad was picking hokage, then some of them say kakashi might good for the spot. my guess is the same way danzou probably controled the council in the kage meetig, maybe he was control shikamaru dad aslo.

i don't think so. because danzou wanted to be hokage, so why would he make someone recommend someone else? i think danzou used it on the elders and the rest of the council. the big-hat people lol.
