I'm sure people do it all the time. If it's Naruto be sure to put it in the Discussions section, or if it's a new chapter, the Manga section. Same for Bleach, One Piece, and Fairy Tail. If not any of them, just post it in the Manga Anime and Comics Section.

Thank you. Yes you can fill the bubbles of Naruto pages with your own text. However you must post them in the right sections (Discussion sections or Chatterbox if its just comedic) but mainly you have to abide by the global rules. No cursing, foul language or offensive content can be in them.
