He could be a cool character. I imagine a rivality between Hozuki Clan and his Clan.

This system it was during Yagura's reign. But not before. For example the Second Mizukage had KKG. And the Third Mizukage has the same age than the second , during the first kage summit , the Third Mizukage was the bodyguard of the First Mizukage.

So it's really possible that this guy could have Ice KKG.

You cant use use ice better than haku. She was a kid who was also a "he" and more talented than Sasuke as a lineage and more stronger than kakashi in part 1 statement. She was heavily nerfed, probably the prodigy top 2 of all time, second to itachi.

Her jutsu is light fast , just saying.
