Possible Solution:
Step 1. Sell South Korea Weapons at a discount.
Step 2. Grant all viable prison inmates pardon and 'encourage' them to go to S Korea as volunteers for wartime humanitarian aid *cough* mercenaries.
Step 3: Profit: Money from sale + Get rid of so many prisoners and give them a chance for redemption.


And greatest thing of all .... Those actions does not give serious Casus belli.

Me to since USA can´t wage wars on each side of world.

What war are we in currently? If you're talking about intervention against ISIS, which only consists of airstrikes and training other forces, then that's not even a war lol. Plus it is all apart of the same continent, not "each side of the world"
