I have figured out how Tobirama had a Jutsu similar to FTG.

[Sanguis]

Minato's first attempt at FTG made him go back in time to when the the first Hokage was still a child. Worried about the time paradoxes Minato would create he quickly used his FTG to get back to the present, little did he know Tobirama was spying on him and used the knowledge he had gathered to make his own imperfect Jutsu.

I cannot share where I came across this information, I also may be put to death for revealing this but for you guys it was worth it.
