When you say speed, you have to take in account alot of stuff.

Speed involves reaction speed and running speed . I think Raikage and minato are best in speed since they both have good reaction+running speed(ftg for minato) .

I think sasuke has better reaction speed than naruto due to his sharingan, but in terms of running speed bm naruto is faster.
