By "time" madara mostly means "chance"
it has nothing to do with this chap and Madara saying this only refer to sasuke
he is talking about 2chap ago when sasuke tried to attack him, sasuke couldn't do something even when madara was blind , madara even offered him to join his side but sasuke refused and he had enough time for deciding or doing something
so he had his ample time back then to do something, but he didn't... either stopping or joining madara

Madara mentioned before that until I get my Rinnegan, I can use your eyes
But
he also said
"It'd be a pity to kill you though" , that's what he meant by such a pity

My quick prediction :

there are tow possible way about what happened to sasuke !!!

1.susake got stabbed for real, but he won't die
he got more than this from killar-B and yet jiugo saved him, plus he has Hashirama Chakra which can treat his wound (not sure about that)

2. hashirama and sasuke having a plan and they know what they are doing and this is some part of their plan


Note : I know this whole thing is so clear and you may ask what's the point !?
I've seen so many thread about the last panel of today chapter
and they are more complex than what truly happened. that's all
