Because Sasuke is more well rounded than Naruto and having better stats don't always mean someone will beat the other.

I think part of it is this displays how Naruto isn't exactly the greatest skilled Ninja in the world.

Instead, through sheer willpower and determination he is able to compensate for his lack of natural talent with simple determination! Of course clones and a large chakra pool help out XD!

Don´t forget that Naruto isn´t a genius uchiha member with high intelligence, genjutsu prowess and all that.

He´s made it this far with sheer guts and willpower, labeled as a failure from the start. Besides, those numbers mean nothing in battle
