I don't think we should worry about Sasuke's tomoes in his rinnegan.

I think a lot of people are forgetting something:

This chapter was nowhere near the first time that we've seen Sasuke's rinnegan without the tomoe.

Look at that infamous "Yeah sorry" panel. Sasuke's rinnegan lacks tomoe in that scan.

Look at the panel that showed Sasuke sitting and chilling in that omake manga to "The Last" titled "The Rest" (the one where Naruto and Hinata went on that date). His rinnegan lacks tomoe then too.

Look at the infamous panel where team 7 is inside of Sasuke's susanoo just after the infinite tsukuyomi got casted. It was the chapter where Sasuke was trash talking Sakura and Kakashi. His rinnegan is shown without tomoe in that chapter as well.

It seems clear to me that Sasuke can turn the tomoe on and off at will (or by charging up power). I doubt he actually lost the tomoe. Besides, Sasuke can clearly still use amenotejikara and presumably the other rinnegan techniques without the tomoe. The only thing that we have seen definitively that the tomoe actually affect is the rinnegan genjutsu that Sasuke used on the bijuus (we can tell that the tomoe affected that because the bijuus got the 6 tomoe pattern in their eyes). I doubt Sasuke lost that, but even if he did, then it still shouldn't matter in most cases since EMS genjutsu is more than strong enough to break most enemies.

What we should really be concerned with, is the absence of Naruto's truth seeking balls! That is a perfectly good power that is not being used!!

It could be. Since when Tomoes on, it looks like Sharingan. But i'm trying to remember, Madara used Susano'o while Rinnegan active but didn't turned like that since he's orginal wielder either. It caused by Edo Tensei or ? I didn't remember him using Susano'o When he revived and obtained 2 Rinnegan. He didn't need at all. So i can't clearly compare Edo Madara.

Susano'o doesn't require eye contact which is why Madara doesn't need the Mangekyou Sharingan active. If he had something like Kamui or Amaterasu however, he'd need to switch, unlike Sasuke, since he only has a normal Rinnegan.

Ya Madara was in EMS when using Susano'o then went Rinnegan to preta Naruto's FRS after that he had Rinnegan on with Susano'o all the time. But when he was revived he never used EMS or MS abilities with Rinnegan.
