So wouldn't that make Naruto a stronger character then Sasuke. If Sasuke cannot take on brutal forced opponents? Because Naruto himself goes in that category.

Not necessarily. Naruto excels at fighting enemies with brute strength like Kaguya, 3rd Raikage, Gaara because that is kind of Naruto's specialty as well being a Sage (the body)

Enemies like Madara, Itachi, Pein Sasuke would do better fighting as their powers are largely doujutsu related (the eyes) While Naruto is adept at handling doujutsu user from battle experience, most of those doujutsu techs can be countered more easily by Sasuke who can cancel a number of the larger and more potent ones due to his Uchiha blood and own doujutsu. At least that's how I see.

Plus, wasn't Sasuke's Amen on cool down during the 1st half of the Kaguya fight? He used it multiple times during the Madara fight and had to recharge it when they were sucked into the Kaguya dimensions.
