She either has her VMs on friends only or none at all. If it's on friends only then you have to be in her friends list to view or send VMs. Or she may have just made it so that no one can send her VMs or PMs, but it's probably just that she has it on friends only.

So request to be in her friends list, and when she accepts, then you should be able to send a VM.
