does that mean i can use any wind Drank jutsus?

as long as you have been taught it. Unless its a Cannon Jutsu and there is no one to teach you the tech. You get it by default.

You have to be trained that certain jutsu. You don't really "master" a rank. If you learned all the jutsu in a rank, you can use the jutsu you learned in that element. You have to be taught that jutsu before using.

you can only use jutsu you have been taught if the sensei doesnt teach it to you then that most likly means you dont meet the qualifacations to use the jutsu

You can only use jutsu's you have been taught and you can only learn jutsu's up to the rank your own Shinobi rank allows you to.

You don't master a specific rank, you don't master something like D-rank jutsu's. If someone taught you D-rank wind jutsu's, you can use them. You can master an element, however not only a part of it. That's why I always remove that from people's bio's when the say they's specialized in an element, but haven't even finished training in it.
