Probably because he wears a bowler implying he's well dressed like Sanji and the mustache implies a "classy" English like look which Sanji also seems to have with his suits.

In all seriousness that guy looks like sabo's dad too much. I don't think it fits.
HOWEVER, i do have a very good candidate. If we look at that page closely, we can see a man with the curly hair, wine glass and cigar. I believe that fits with the 'vinsmoke' name.
