The reason why i say this is because why would kishi have naruto say that he vows to surpass all the hokages not only that but later on show the bijuus put their full trust in naruto and even show a flashback where the sage is speaking with the bijuus during his last moments about how they will be led down a better path than what the sage did and that they will know TRUE power when the time comes only for kishi to then do it so that naruto never gonna surpasses all the hokages and even the sage.
Anywayz i believe that even though madara uchiha who is now a combo of himself and hashirama in one body plus he has the rinnegan and is an unkillable edo monster says that the only person who can defeat him is the deceased hashirama that ultimately everyone including the 4 hokages,orochimaru and sasuke will realise that the ONLY person who can not only defeat madara but also the jubi is naruto, i mean that would make sense cause if naruto does want to surpass all the hokage plus the sage he would have to be the one who does what the likes of hashirama(with madara) and the so6p(with the jubi) couldn't do such as kill/defeat madara especially with madara as powerful as he is now and defeat/deal with the jubi in a way that the sage couldn't and bring peace and then and only then will he get his wish of surpassing all the hokage and becoming as great or greater than the sage not only that but he would have achieved the peace that the sage,hashirama,jiraiya,nagato etc tried but failed to achieve.
