Jiraiya is strong but lost to his student (Pain/Nagato)
While Naruto beat him.. And kakashi said Naruto CAN surpass Minato..
Which means Minato is boss

J man also taught Nagato and Naruto that has got to be pretty beast. But I think J man himself admitted that Minato is better than him.
