No, Itachi could solo Nagato, but naruto and Bee were there, so he has to help them.
Both did nothing.
Without them, Itachi would have totsuka'ed him earlier.
Also, If Itachi has been in Chibaku Tensei, his Susanoo could still totsuka Nagato becaus Itachi didn't have to stay IN Susanoo
