I assume it's suppose to make them look more intimidating since humans in general tend to find taller people intimidating.

its to make them look distinguishable if you havent noticed already the people in one piece are outrageously tall both men and women. some people are literally giants but cant be called that because theres actual giants..

With all the different species in One Piece maybe it's possible really tall people like Wb or some admirals had ancestors that were giants, although it's more likely they had not
