You can touch the rods. They are receivers meaning the one using them need to channel chakra through them. For them to work. No one could touch Madara's because he was actively in combat. Meaning he was channeling his chakra through the rods at all times. You don't want Hashi or Tobirama getting free now do we? :bdpf:
