Generally speaking, I would say they are very equal. Just try to compare an average "not genius, over-talented" members of each of the clans. There were dozens of Uchihas who were not so special. We're not speaking about the ones who could awaken Mangekyou - which is UTMOST rarity among them. That being said - if average member of Uchiha and Hyuga would fight, I think it is very equal.

Hyuuga has the potential to defeat anybody, neji was trolled... One hit on a uchiha renders your godly eyes unsuable, however Hyuuga has a crazy lack of feats unlike the uchiha who are featured all the flipping time. If you think Hyuuga > uchiha it's Kishi's fault, however I would uchiha all the way because of lack of screen time/ development of Hyuuga nothing else.
