When did it state rotation depends on the users chakra?! Tenten explained it in fact takes the opponents attack and turns it on them when it was explained why Naruto at the time seemed beat before he did surprise uppercut punch. Chakra fang be stronger then chakra...its merely chakra. It is possible for an attack to have too MUCH chakra to be countered, but Amaterasu isn't an all powerful force of power like Kirin. Also that's a game so isn't really factual.
Rotation is creating a wall of chakra by spinning and exerting chakra from all of one's points effectively making a shield of chakra. As far as we csn hypothesize we csn either say the Amaterasu burns what Sasuke sees and that would be the chakra between Sasuke and a Hyuga OR it actually burns the Hyuga. My guess is the first as Amaterasu is an attack that is projected at high speed and therefore cannot simply phase through an attack. It isn't a piercing attack so it wouldn't just break through.
That is how I see it based on the facts of both rotation and Amaterasu
