Yes the Hyugga would be the strongest overall clan in Konohagakure if the Uchiha Clan isn't revived somehow. Albeit there are other prominent clans that could gain more political or Military Strength if that is what you are saying. The Nara for instance has prominent members in the Village with the youngest known Nara, Shikamaru, being a Chunin and a proxy commander of the Fourth Division. Also his father, Shikaku Nara, is the Commander Jonin of Konohagakure. So in pure ninjutsu ability and being the only clan to hold a running bloodline with one of the Three Great Doujutsu then yes they are the strongest.
